NMSP investigating an officer-involved shooting involving GPD

New Mexico State Police are now investigating an officer-involved shooting that left one man dead in Gallup.

The NMSP Investigations Bureau was requested by the Gallup Police Department to investigate an officer-involved shooting involving Gallup Police officers Jan 22.

State Police agents learned that at approximately 2:10 pm, GPD officers were called to the area of Zecca Drive and Mark Avenue for multiple reports of a male shooting a gun and pointing it at himself.

Officers arrived on the scene and encountered 34-year-old Frankie Davis, who was armed with a shotgun. The officers reportedly instructed Davis to drop the weapon and tried to de-escalate the situation by using a less lethal weapon. At some point during the exchange, Davis allegedly pointed his shotgun at the officers. In response, the officers fired at Davis, striking him at least once.

Officers immediately rendered aid to Davis and called for emergency medical services. Davis was transported to a local hospital where he later succumbed to his injuries.

NMSP will not release the names of the officers involved. The NMSP act solely as factfinders in their investigations and conduct an unbiased and impartial investigation.

In officer-involved shootings, NMSP thoroughly documents the scene, collects evidence, and interviews officers, subjects, and witnesses. In turn, the agency compiles facts as detailed as possible and forwards all reports and evidence to the appropriate district attorney for further review.

The NMSP does not determine whether an officer's actions were justified. This determination rests solely with the district attorney reviewing the investigation.
